My PR to the student resources

This is my merge request to have two files available during the CA269 Lab exam. The first file is my vscode settings.json, found in ./vscode The other is a file for generating a java file from a template, found at ./other. A full description of how the bash script works is at the top of the template_create file. Thank you :)
